Zsolt Bugarszki is a Hungarian social worker and expert of social policy living in Estonia and works as lecturer for Tallinn University School of Governance, Law and Society. His main field is mental health and community care and over the last 25 years he has been working in different Eastern European and Post-Soviet countries to promote the development of community based mental health services. Lately his interest turned toward creative, ICT supported innovations in the welfare system. Beside his lecturer work he participates in different development and experimental programmes to introduce innovative solutions to promote the social integration of vulnerable people.
